gummy bears

I have to be more aware of where my food comes from.  I went into the Pepperdine Bookstore the other day to buy some gummy bears.  There were three varieties- 59 cent, $2.29, and another one.  Well, it turns out that the 59 cent gummy bears were not American bears.  They were packaged in America, but it said that the bears could be from China, Mexico, or the U.S.  I bought bears made in Canada.

Why would one company go through all the trouble of importing gummy bears from two-three different countries?  Is it the specific dye or food coloring that each country specializes in?
